      健康照明市場的驅動因素

      导语: 近年来,中国青少年近视发病率居世界第一,且呈低龄化和普遍化特征,广大中小学生视力不良率居高不下,并有明显的上升趋势,已到了非常严重的程度,甚至有部分中小学校学生几乎全员戴眼镜。

      一、迫在眉睫的近視防控早已上升到國家戰略層面

        近年來,中國青少年近視發病率居世界第一,且呈低齡化和普遍化特征,廣大中小學生視力不良率居高不下,並有明顯的上升趨勢,已到了非常嚴重的程度,甚至有部分中小學校學生幾乎全員戴眼鏡。根據國家衛健委公告信息數據顯示,2018年全國兒童青少年總體近視率超過半數,達到53.6%。其中,6歲兒童、小學生、初中生、高中生的近視率分別爲14.5%、36.0%、71.6%、81.0%,15個省份近視率高于全國平均水平,24個省份近視率超過50%。這一數據在2019年下降爲50.2%,2020年又上漲爲52.7%。

        黨和國家高度重視兒童青少年近視發生發展情況,2018年8月,中共中央總書記、中央軍委主席習近平做出重要批示指出,我國學生近視呈現高發、低齡化趨勢,嚴重影響孩子們的身心健康,這是一個關系國家和民族未來的大問題,必須高度重視,不能任其發展。國家及地方政府高度重視兒童青少年視力健康的重要性,教育部發布的《中國義務教育質量監測報告》指出小學生與初中生的視力不良問題亟待解決。教育部、國家衛健委等8個部門聯合發布《綜合防控兒童青少年近視實施方案》中要求家庭、學校、醫療衛生機構等相關部門采取防護措施,保護兒童視力健康,要求家庭改變“重治輕防”觀念。

      二、國家及地方政策大力推動教室照明改造升級

        政府出台了多項相關政策,如2018年8月發布的《綜合防控兒童青少年近視實施方案》明確提出兩個要求,一是教室照明達標率100%。二是落實教室、宿舍、圖書館、(閱覽室)等采光和照明要求,使用利于視力健康的照明設備。2019年3月發布的《關于開展2019年托幼機構、校外培訓機構、學校采光照明“雙隨機”抽檢工作的通知》;教育部衛健委與各省份簽訂防近視責任書等。各省市地方政府也結合本地實際情況出台了大量配套政策。如山東省教育廳聯合山東省衛生健康委印發《山東省中小學校教室照明改造達標計劃》,確保到2023年底前學校教室照明100%符合國家標准要求。浙江省發布《2021年全省教育技術工作要點》,提出實施中小學校護眼燈光改造工程,改造1萬間教室照明燈光。東莞市對2021年全市教育工作做出部署,明確提出“加快打造品質教育”。其中提出,有序實施兒童青少年近視綜合防控計劃,開展小學一年級入學視力健康普查教育,更新改造10000間教室燈光照明。

      三、居民人均收入和教育消費支出均呈現增長態勢。

        2020年,全國居民人均可支配收入32189元,比上年名義增長4.7%,其中,城鎮居民人均可支配收入43834元,實際增長1.2%;農村居民人均可支配收入17131元,實際增長3.8%。教育消費支出也持續增加,到2020年,教育支出占比達到32.44%,呈不斷上升的趨勢。一線城市花在孩子身上的錢,平均一年在4.4萬元左右,二線城市在36000元左右,三線城市則在29400元左右。隨著對功能性兒童學習用品的用途、優勢、特點等信息認知水平提高,家庭對功能性兒童學習用品的價格接受度與單筆支出越來越高。
